The failing port is controlled by a ASMedia xHCI controller.
Working ones are AMD xHCI controllers.
There was a recent quirk for ASM1042A xHCI controllers introduced,
XHCI_ASMEDIA_MODIFY_FLOWCONTROL, it's in 4.13.11

You could try removing that quirk and see if makes any difference.
