Okay, after setting that and upgrading to 2.6.28.7 these two devices;

1 Bus 001 Device 006: ID 03f0:2424 Hewlett-Packard LP1965 19" Monitor Hub 2 Bus 005 Device 002: ID 08ff:2580 AuthenTec, Inc. AES2501 Fingerprint Sensor

show;

Enabling auto-suspend.  Waiting for device activity to cease...

Device still active, test inconclusive.

Other output that might be interesting (the HP Module was offered as a test option before enabling USB_POWER);

You will not be able to test these devices on your system:

           drivers without auto-suspend support:  usb-storage

     Bus 001 Device 004: ID 057b:0000 Y-E Data, Inc. FlashBuster-U Floppy
           drivers without auto-suspend support:  usb-storage
Bus 003 Device 002: ID 03f0:171d Hewlett-Packard Wireless (Bluetooth + WLAN) Interface [Integrated Module]
           drivers without auto-suspend support:  btusb btusb
