There's probably something like laptop-mode-tools that sets these, I'm not really familiar, or using it myself but
I'd start looking in

/etc/laptop-mode/laptop-mode.conf
/etc/laptop-mode/conf.d/*

and try to find the configuration that enables runtime power management for usb host while on battery.
