So this is a MBIM managed HP device. You may be hitting the "FCC
authentication" issue, although to know for sure we need to see the
ModemManager and NetworkManager debug logs (this doesn't look like a
kernel issue). Could you get them following these steps?

Once you have them, please use the ModemManager-devel mailing list, as
this isn't a kernel issue:
