Sure.  But not in the kernel.  The kernel doesn't know that anything is 
wrong; all it knows is that the UPS isn't responding.  As far as the 
kernel knows, maybe the UPS wasn't _supposed_ to respond.

The responsibility for recovering lies with the program that's
communicating with the UPS.  According to your log, that would be 
blazer_usb.  You should ask the people who maintain that program to 
add a workaround.  Resetting the device would probably work.
