Existing DTS files never list USB devices, and the specification has been largely unused even on real OF since it was written an eternity ago (way before USB3). I think the sanest interpretation is if we assume the addressing in DT uses the single number space (port 1-9 in your example), so we don't need to add in the root port as an extra device node that would complicate matters.
