The usbmon trace doesn't show anything unusual.  The communication
stopped in the middle of a READ TOC command, but the exact same command
executed correctly a little while earlier.

Does the Inspiron (or any of your other computers) have a USB-2 port?  
Does the drive work correctly if you plug it in there instead of into
the USB-3 port?

If the same problem occurs with a USB-2 port, please post a usbmon 
trace for that.  The kernel version doesn't matter so much for this 
test, but 3.13 is still preferable.
