genirq: Add stub for set_handle_irq() when !GENERIC_IRQ_MULTI_HANDLER

but that the architecture doesn't select GENERIC_IRQ_MULTI_HANDLER,
add a stub function that will just WARN_ON_ONCE() if ever used.
