refperf: Rename RCU_REF_PERF_TEST to RCU_REF_SCALE_TEST

The old Kconfig option name is all too easy to conflate with the
unrelated "perf" feature, so this commit renames RCU_REF_PERF_TEST to
RCU_REF_SCALE_TEST.
