rcu: Remove CONFIG_TASKS_RCU ifdef from rcuperf.c

The synchronize_rcu_tasks() and call_rcu_tasks() APIs are now available
regardless of kernel configuration, so this commit removes the
CONFIG_TASKS_RCU ifdef from rcuperf.c.
