I just got a few spare minutes, so I decided to take a look into this 
issue. The following change fixed my problem:

+       req->best_parent_rate = best;
         req->rate = best;

         return 0;

best_parent_rate is still being used somewhere in the code and needs to 
be updated regardless of the CLK_SET_RATE_NO_REPARENT flag.
