[RESEND PATCH] ARM: tegra: Enable CPUFREQ userspace governor

Enable the CPUFREQ userspace governor in the tegra_defconfig so that
we can test CPUFREQ with the userspace governor with this configuration
on 32-bit Tegra devices.
