[PATCH v2 2/2] arm64: tegra: Make BCM89610 PHY interrupt as active low

Need to configure PHY interrupt as active low for
P3310 Tegra196 platform otherwise it results in
spurious interrupts.

This issue wasn't seen before because the generic
PHY driver without interrupt support was used.
