You're right. I guess ## is defined to re-expand its result, so
TEGRA_SWGROUP_BIT(ISP2) -> TEGRA_SWGROUP_##ISP2 -> TEGRA_SWGROUP_ISP2 ->
TEGRA_SWGROUP_ISP -> 8.
