[PATCHv3 04/19] [HACK] iommu/tegra: smmu: Move IOMMU to core_initcall

Move IOMMU to core_initcall in order to instanciate this device earlier
than others since IOMMU driver needs to reigster other platform
devices as IOMMU'able.
