You could also get a recent Fedora rawhide version here: http://kojipkgs.fedoraproject.org/packages/scsi-target-utils/1.0.21/1.fc17/src/scsi-target-utils-1.0.21-1.fc17.src.rpm and "rpmbuild --rebuild <src rpm>", which would rebuild a binary rpm to install.
