Assuming you're on modern distro (e.g not RHEL4 / SLES10 and alike), nope - just use  
the IB stack as provided by your distro. 

With EL based distributions you should go the

$ yum groupinstall "OpenFabrics Enterprise Distribution"

way, else (I saw you mentioned Debian), check how to install the distro IB stack.

the ofed iser option relates to the initiator which resides in the kernel - tgt
lives in user space and uses the user space IB stack libraries.
