Adds the sys/epoll.h header file taken from the gcc-on-linux distribution. (This file does not pass checkpatch but is left as is to be synced with gcc) Implements a workable set of the <sys/epoll.h> by translating back and forth from epoll calls and constants to kevent calls and constants.
