[PATCH v4 2/4] staging: rtl8192e: add blank lines after declarations

Add blank lines after declarations to adhere to the Linux kernel
coding-style guidelines. These issues are reported by checkpatch.pl

"CHECK: Please use a blank line after function/struct/union/enum
declarations"
