[PATCH 12/20] media: atomisp: Remove atomisp_mrfld_power_down()/_up()

atomisp_mrfld_power_down()/_up() are unnecessary wrappers around
atomisp_mrfld_power() remove them and just call atomisp_mrfld_power()
directly.
