[PATCH 2/5] staging: r8188eu: remove GetHwRegHandler from hal_ops

Remove GetHwRegHandler from struct hal_ops and remove the wrapper
rtw_hal_get_hwreg(). Call GetHwReg8188EU() directly instead.
