[PATCH v10 12/16] staging: r8188eu: Remove a test from usbctrl_vendorreq()

Remove an unnecessary 'if' test from usbctrl_vendorreq() because
"length" is never greater than MAX_VENDOR_REQ_CMD_SIZE.
