[PATCH] spi: sprd: switch the sequence of setting WDG_LOAD_LOW and _HIGH

The watchdog counter consists of WDG_LOAD_LOW and WDG_LOAD_HIGH,
which would be loaded to watchdog counter once writing WDG_LOAD_LOW.
