[PATCH] spi: uapi: spidev: add missing ioctl header

The SPI_IOC_MESSAGE() macro references _IOC_SIZEBITS. Add linux/ioctl.h
to make sure this macro is defined. This fixes the following build
failure of lcdproc with the musl libc:
