I tried
sudo pip install espeak-ng
and I got the same environment error.

That I'm afraid may be too difficult to input.
It's Debian Buster, AntiX 19.5, but they keep their own limited repository.

it's either espeak or espeak-ng not speakup.  Both of those have
dependencies that don't necessarily install in arch unless you add them to
the install line.  I don't know what happens in debian.  What returns with
uname -ar and cat /etc/*-version?
