All I can say is that I have no issue here using espeakup with this kernel, i.e. pressing several times spk key_j spk key_l say previous and next word every time as expected according to my tests. Being sighted I may not be the best tester out there though. All speakup drivers are shipped as modules, the kernel is vanilla (not patched).
