No, spd-conf configures speech-dispatcher. There should be log files in /var/log/speechd-up, is there anything useful in any of those? I have speechd-up running on one of my systems, but have no logs in /var/log/speechd-up, and don't remember the log file names, much less their content if things don't work as they should.
