Well, Larry from our LUG helped quite a bit with an upgrade-and-I just upgraded
to a 4.16.0-1-amd64 kernel, but I haven't noticed any of the changes which may
help the DecTalk. Here are Larry's steps which he ran to get me up-and-running

Meanwhile, about those settings, I hunted around in /sys/accessibility/speakup
When I ran nano to edit files, I gave a lock warning, did let me save-and-was
active until I rebooted. But when running "speakupconf load sav" it refferenced
non-existant directories. Meanwhile I edited the characters file, changed zed to
zee and made other changes. Weird thing, in that file when it reaches a single
capital E my DecTalk U S B says east, same with capital W says west.
At 1 point yesterday, I forgot what I changed, but the left, right,
top-and-bottom were gone. But during that time Speakup was not dropping the
pitch, volume, and rate of the DecTalk. Maybe that would be a clue for fixing
this. Thanks so much in advance for any changes we can make or install.
