Where are the Latest Debian Versions?

Hi All: Over the last 2days I am receiving Debian bug-tracking items about Speakup-and-YASR, mostly related to a retirement of Mario Lang. Since Speakup doesn't seem to be a regular package, where I can run an "apt-get install" can some1 please inform how can I easily grab the latest version, especially where any changes in DecTalk drivers? And speaking of DecTalk, I am intouch with some1 trying to write a U S B driver, but he had never heard of Speakup, so he will be exploring. Anyway, if any1 has any suggestions what to add to this sources list of Debian 9.4.0

Back again live, an only package I was able to grab in an ap-tget was speakup-tools or speakup-doc
