Yes. The internet is required for any pure Arch based distribution. Manjaro fixed this by copying the live image to the installed system, but Manjaro unfortunately seems to be having other stability problems these days, both related to the installer and to the stability of the a11y stack, which seems as though it's breaking every few weeks, whereas it doesn't break in other distributions, apparently including pure Arch. Without the internet up and running, F123e is designed to run exactly like TalkingArch, and you in fact shouldn't be able to tell them apart, all the way down to the [root@archiso ~]# prompt.
