Yes it is. Give it a few seconds once the cd starts spinning then hit alt-windows-s once and wait. You should hear orca come on and get the opportunity to adjust its preferences. Once done, hit alt-tab and get to the fedora desktop to do an install. I had this experience with Fedora 22.

I haven?t tried yet, but is the fedora cd accessible?  How wold I go about booting and/or installing with speech?
