There are only a couple of reasons why. First, because they're already loaded. If you still have espeakup installed, try removing it so it doesn't load on boot as it also tries to load the modules. The other reason could be because you don't have the modules in the first place, but I don't think that's the case. I would first try removing espeakup and stop all speech programs. Try starting them by hand, making sure the speakup and speakup_soft modules are also removed with rmmod as the error tells you. In other words, let the init script load the modules as intended. If that doesn't seem to help, check /etc/modules and comment out any speakup or speakup_soft lines and reboot. A reboot isn't strictly necessary, but the idea is to clear any loaded modules and speech programs. Of course that means you won't have speech at login until you get Speech-Dispatcher working, but you can always reinstall espeakup. You could also temporarily remove the execute bit on /etc/init.d/espeakup if you don't want to completely remove the package.
