external hard drive weirdness

It is a problem with the way your USB chipset decides to power stuff up.
You could reset the USB hub the device is on under software control then 
plug it in or plug it after boot.

USB cards with a different driver might also make a difference. I have a 
couple of these expantion drives i'll test one out on a Linux box see if 
I see the same behaviour.
