The Debian Squeeze (and presumably Wheezy) includes at least some of these packages, strongswan in particular. Squeeze does support hardware speech with the 2.6.32 kernel. Wheezy doesn't currently include the software speech packages on the live CD, but they can be installed by hand. I definitely plan to see if I can build a Wheezy live CD with software speech that comes up automatically. Both already include the Speakup modules. It's just a matter of adding the software speech packages and starting Speakup manually after the CD boots.
