It seems in most cases that espeakup/espeak still works even though it says the jack server couldn't be started. Are you saying you aren't getting speech when you modprobe speakup_soft, and start espeakup by hand? If so, then have you tried doing: invoke-rc.d espeakup start after modprobe speakup_soft, instead of starting espeakup directly by hand?
