Virtualbox or VMWare

Thanks for that.

Would  VBoxManage work  from the CLI in Windows 7 or would I have to be
running it under linux?

It basicly comes down to what you prefer, a GUI or CLI for setup.  
Virtualbox's GUI really isn't accessible, but it has a command-line 
configuration program called VBoxManage that you can use.
