I asked on a Daisy mailing list a while ago. Emacspeak has a partial implementation that would benefit from more work. There's a Java implementation here that was said to run under Linux: http://emerson-reader.googlecode.com/svn/trunk and I can't remember any others that seemed promising, but my search wasn't comprehensive.
