you put it in a file under /etc/modprobe.d make a file called localspeakup or similar a line such as options speakup_soft start=0 What's happening is you're trying to load the speakup_soft module before the sound and espeakup or whatever is set up. You need the modules loaded but you don't want to activate speakup with talkwith speakwith or an echo command until sound, espeakup and speakup are all ready to go.
