Setting don't-init-tables

How exactly do I set don't-init-tables, or -t in speechd-up automatically on all system-start-ups?
Does the information need to be placed into the configuration file?
What if the distro of Linux has a /etc/init.d/speechd-up script, and an configuration file for it?
For example:
in Gentoo, I have this:
/etc/conf.d/speechd-up, wich is a conf file for the Speechd-up deamon.
The only line in it is:
nice -5
Nothing about -t, etc.
I require the --don't-init-tables=1 to be placed somewhere.
Does it matter in wich file you place it, etc?
Let me know.
I don't know if just typing a -t into the deamon configuration file will be enough, or if I'll need to type: "--don't-init-tables=1"
