Speech-dispatcher may be the problem occasionally, but speechd-up is
dying most frequently.  I can almost always get speech back simply by
running

sudo speechd-up

and I'm not having any trouble with speech-dispatcher dying with Orca.
It only dies with speechd-up and speakup.
