Having said that, the information Jewd provides is nonsense at best, and potentially destructive to your system at worst. I have an idea of what he's trying to describe, and it doesn't make sense to me at all. I can only imagine what it sounds like to a newby. I don't know myself how you'd execute something as a particular user on system startup, since I never needed to do that myself, but I do know you don't let $HOME/.bashrc and /etc/rc.local have anything to do with one another.
