I personally had trouble configuring elinks to work properly with
speakup, even after having read the man page, and ended up using a
elinks.conf file from Chuck Hallenbeck, which does the job fairly
nicely for me. 

I still feel the most comfortable personally using lynx the cat for
most web browsing under gnu/linux, and only use elinks if I need to
deal with a site that has javascript, and that I know works with
elinks.
