where to put header files?

in the tarball there should be a file called INSTALL.  That will tell 
you exactly how to build/install the package.  That file will usually 
exist in the root directory of the package youe xtract, otherwise look 
for a file called README or something in a doc/ or docs/ subdirecotry.
