entering ASCII values

Hi all.

Is it possible to enter ASCII values in gnu/linux? For example, say I
want to enter a small a, but I want to specifically enter it as ASCII
97, rather then typing it on the keyboard. Is this possible, and if
so, then how? In DOS, you could do this by holding one of the alt
keys, while typing the value on the number row at the top of the
keyboard, and then letting the alt key go. I tried the same in
gnu/linux in vi and emacs, but it doesn't seem to work. Thanks in
advance for any help.
