You could try epic4 which is a derivitive of ircii with more features. I
think if you put "unset status_clock" in your .ircrc file you can get
rid of the repeating time. If that doesn't work try "set -status_clock".
You can of course prefix both of those commands with / to use them
interactively in ircii.

Also about your email you can use mutt which works wonderfully with some
configuration, and configuration is the main thing I like about it. You
can set up everything just to your liking in mutt. The learning curve
for pine isn't as steep, but I just don't like it as much. Good luck
