Do you mean the config file for the kernel or the settings related to echo, rate, voice etc. Your config for the kernel is already saved in /boot. You may want to copy it somewhere else and if you ever compile a new kernel you'll want to use it as the baseline. You can save your speakup speech, rate and other customizations in your shell source file, .bashrc for the bash shell.
