As for outloud, I have a copy on my box, but it is so old it seems incompatible with the new c libraries. I am not sure if this will work with Speech Dispatcher, (the program that makes Speakup talk with software speech), but I do believe DecTalk does, although I personally only have experience with Speakup and hardware speech, so I could be wrong.
