I can only tell you that it is taking the same amount of time to download as 
if someone was connecting at half the typical dial-up speed.
So I would say that the 22 K is indeed referring to the same as the dial-up 
K reading.

He's mixing up 56k and 22KB ... 56k refers to kilobits as expressed on here
many times before. 22k is download speed in killobytes ... Meaning it's
equal to 176 killobits for comparison ...

That sounds right.  And it isn't half the dialup speed, it's about 5 times
the dialup speed.
