The report I got was about 22 K, a little less than half the typical dial-up 
speed.
I am on brodband, so it should be at least 3 times that.
Unless there is some tweaking with ifconfig that needs to be done, I am 
wondering if I should not expect a good transfer speed via my server.

Bear in mind that your browser or FTP client will report download
speeds in kilobytes/second, where your line speed is measured in
kilobits/second. Unless you're expecting to get a 1 megabit/second
connection, your downloaders are getting about what they ought to be.
