making debian speakup floppies with dd

Would a command like: dd if=boot.img of=/dev/fd0 bs=2K <cr> be correct for 
making debian floppy disks?  If so, I've probably got four bad disks on 
this end tooo. Rarely have I ever gotten a good boot.img disk and when I 
have, the root.img is bad.  I'm having problems on an old Dell computer 
with these disks this time but could do an install attempt on a Gateway 
machine to see if they'll likely work on that machine though.
